So there's two quite different philosophies of project management in government now: planning vs iteration. The planning philosophy is historic and deeply embedded c.f Max Weber. Overcoming this history is the challenge all governments face now.
Let's review some cases when agile and iteration really work and see what there is to learn from the process.
