Let's look at some digital products closely, and ask 'how are they made?'. We'll do this by breaking down their workings into a 'glacier' - a stack of components.
We'll explain that these components are not equally mature, and that it isn't trivial to connect them together properly. This is why you need the right project management approach, and the right team of specialists to deliver products and services that work well.

By the end of this week a student will be able to:
- Explain why digital products are created at all (in governments)
- Understand that digital services are made up of components that do not have to be sold by one vendor or purchased via one contract.
- Understand that digital components are not capital assets like roads and bridges, they are more like subscriptions.
- Discuss the ways in which there are different requirements for public service digital products than there are from private sector.
- Understand the cultural context in which digital products are created in the public sector (organizational, managerial, etc.)
- Describe the stages through which a classic government IT project goes, from conception to delivery, and the typical problems that manifest at each stage.
- Identify the most common challenges procuring digital technologies in government.
- Understand how the political cycle can have an impact on government digital projects.
- Discuss the ways in which there are different requirements for public service digital products than there are from the private sector.
